Apparently it’s Lethargy in Driving Day, marked by a driver’s inability to accelerate or use turn signals. It’s most noticeable at intersections—as a driver hurries to pull in front of you and then drives slower than the posted speed, and on highways—where two drivers under the speed limit drive side-by-side to prevent you from passing.
